BACKGROUND
Mr. Pierce joined Lake Engineering in 1988.  Now a Senior Project Manager, he isresponsible for permitting, environmental audits, site and groundwater investigations, andengineering design.  He served as the project manager on a Georgia Superfund projectdesigned to investigate and remediate a chemical disposal area and low-level radioactivedisposal area.  Project activities for the $2,000,000 project included determiningthe horizontal and vertical extent of soil and groundwater contamination, overview ofremoval activities, recommending potential groundwater recovery and treatment alternativesfor the chemical disposal area, and overview of field and removal activities for thelow-level radioactive area.  Mr. Pierce is also responsible for preparation of RCRAFacility Investigations for facilities receiving Part B permits.  The investigationsinclude soil, surface water, and groundwater sampling plans, data and clean-up evaluation,and remediation design.  Mr. Pierce managed and assisted in the development of a TrueCost Analysis system.

In addition, hedeveloped a Residual Material Evaluation System designed to evaluate recycling and RCRATreatment Storage, and Disposal facilities for regulatory compliance, financial assurance,process capabilities, and future liability.  He has prepared numerous RCRA Part Bpermit applications which involve waste analysis, closure and contingency planning,training manuals, and cost estimation.

While employed by Camp, Dresserand McKee, Mr. Pierce served as project manager on many Superfund sites including an$800,000 Remedial Investigation and Feasibility Study in Columbia, Mississippi.  Thesites involved PCB, creosote, Pentachlorophenol, heavy metals, pesticide, chemical dyes,and other industrial contaminants.  Responsibilities included overview of fieldactivities, data and clean-up alternative evaluation, community relations, costing,quality control, financial management, and preparation of Sampling and Work Plans,Feasibility Studies, and Remedial Investigation and Remedial Design reports.

Mr. Pierce gainedvaluable insight into the regulatory process through his previous employment with theUnited States Environmental Protection Agency.  His responsibilities included reviewof plans, reports, and proposed sampling procedures for compliance with EPA EnvironmentalService Division protocol.  His EPA training covered areas of risk assessment,groundwater hydrology, community relations, and hazardous materials incident responseoperations.
